An EMP is a powerful electromagnetic pulse capable of destroying or disrupting electronic equipment and components. Concerns have grown that North Korea may be contemplating an EMP strike after recent tests detonating short-range ballistic missiles at high altitude.

Presenting the lead brief, Lee Sang-min, head of the North Korean Military Studies Division at the Korea Institute for Defense Analyses (KIDA), warned that a nuclear EMP burst over Seoul could cause nationwide damage, including the destruction of electronic devices and power–communications networks. He emphasized the need to develop infrastructure that provides EMP protection while simultaneously preparing for war, terrorism, disasters, and accidents, and introduced the “Seoul Project,” centered on establishing a Seoul EMP Committee.

Min Kyung-ryeong, CEO of Space&Bean, argued that Seoul—densely packed with key national facilities and a large population—should formulate its own EMP protection plan, similar to Sweden, which maintains independent protective measures despite being an EU member state.

Attending the forum from start to finish, Mayor Oh said, “In Seoul, a hyperconnected capital where cutting-edge science and technology, electricity, communications, and data are tightly linked, it is vital to examine scenarios in which major downtown facilities are paralyzed and to seek corresponding countermeasures. We will work to further strengthen the capital’s defense posture with the mindset that security—directly tied to the lives and safety of ten million citizens—must be our top priority.”

In light of rapidly changing international conditions, including the Israel–Hamas conflict, Seoul is hosting a series of security forums—the first of its kind among local governments—to enhance public safety. The inaugural session last month focused on wartime civil defense measures.

발제자로 나선 이상민 한국국방연구원 북한군사연구실장은 서울 상공에서 핵 EMP가 폭발할 경우 전국적인 전자기기와 전력통신망 파괴 등의 피해가 예상된다며 EMP 방호와 전쟁·테러·재난·사고 등을 동시에 대비하기 위한 인프라 개발 필요성을 역설했다. 또 서울시 EMP 위원회 설립 등을 골자로 한 ‘서울 프로젝트’를 소개했다.

민경령 스페이스앤빈 대표는 유럽 연합 회원국임에도 자체 방호 계획을 수립하고 있는 스웨덴처럼 주요 국가시설이 밀집되어있고 인구가 많은 서울도 자체 EMP 방호 계획 수립이 필요하다고 주장했다.

포럼 시작부터 끝까지 자리한 오 시장은 “최첨단 과학기술과 전기, 통신, 데이터 등이 초연결된 수도 서울에서 도심 주요시설이 마비됐을 때를 가정한 상황을 점검하고 대응책을 모색하는 것은 중요하다”며 “천만 시민의 생명, 안전과 직결되는 안보를 최우선의 가치로 챙긴다는 마음으로 수도 서울의 방호태세를 더욱더 튼튼하게 지켜나가는 데 노력하겠다”고 했다.

서울시는 이스라엘과 하마스 충돌 등 국제정세의 급변 상황에서 시민 안전 확보를 위해 지방자치단체 최초로 안보포럼 시리즈를 열고 있다. 지난달 첫번째 안보포럼은 전시 방호 대책을 주제로 열렸다.
